SOLVED: HELP!! Paranormal, Shadow Walkers, Mafia type or powerful Hero

Looking for a book I read, maybe, two years ago.  Can't remember if it was intrigue, harlequin type, ku or what.

Hero is a shadow walker and is powerful in whatever his job is Business man, mafia type, etc.  I think the city might be sectioned off somehow and he protects his neighborhood or is just plain protective of his neighborhood so others leave it it be(?).  He sees the heroine from a building as she is walking down the street and notices that the shadow areas she is passing are almost trying to reach out to her.  He realizes that she is most likely a shadow walker too and something about her fascinates him.  He is so drawn to her that he blows off a business meeting or something, when his brother calls, to follow her. 

She may or may not have just moved into the sketchy edge of his neighborhood or maybe just over the line.
