Stephanie Laurens only has one instance of cheating that I'm aware of. And it isn't actually in any of her books. After creating a character that is the illegitimate half brother of Devil (from Devil's Bride) she went back and wrote the story of Devil's parents. But we already know that Devil's father cheated because he has a younger half brother.
I think it was a very bad decision on her part to write that story -> The Promise in a Kiss. Even though the cheating itself isn't in any of the books.
That is the only instance of cheating in any of her stories.
I have read everything by these historical authors and no cheating: Elizabeth Hoyt - my favorite Hist author Amanda Quick Sabrina Jeffries Maya Banks - her historicals are way better than her KGI stuff Mary Balogh - none in the Bedwyn family novels
Nicole Jordan - has one exception, don't ever read The Lover, he cheats. Plus he thinks about cheating on her ALL THE DAMN TIME!! I have not read all her standalone novels, but I've read everything else and no other cheating Grace Burrowes - No cheating in any of the Windham series, there is in the first of the lonely lords - Darius, but it was OK the way it occurred, not hurtful

Dennie - I used to read historicals alot but haven't read them very much in the past 10 years or so. So is that the only thing you're looking to avoid? Are you OK with forced seduction aka "bodice rippers" as long as the H doesn't cheat and there's no ow/om drama? Are you OK with a h who is feisty and who resists the H?

have you read Heather Graham's older historicals? I think most (if not all) would meet your criteria. (Pretty sure I've read them all at one point or another including her "Shannon Drake" books.)
A Pirates Pleasure and this entire series except maybe Book 1. Book 1 Sweet Savage Eden I loved but you may not. The H is a big alpha-hole. No cheating but he is with prostitutes prior to h. The h thinks he's interested in ow after they meet but he really wasn't.
Johanna Lindsey's Man of My Dream is one of the best historical ever written, imo (except for the boring "Gretna Green Kidnapping" part, which was just filler).
Shanna by Kathleen E. Woodiwiss - oldie but goldie. Great alpha H devoted to the headstrong and feisty Shanna.

This one has a Duke whose rigid (I'm right, and do things for everyone's own good) ways lead him to a suffragist/newspaper publisher h. There is no cheating, no OW just a man whose ideals hold him back. It was an okay read for me.
H is a Duke whose mother writes to an advice columnist on what she should do since she has fallen in love with a man who is much younger and really poor. She is a lady of means and the h advises for the duke's mother to go for it. The duke becomes angry that he buys the newspaper and threatens to close it down unless the h convinces his mother not to marry the poor man she loves. H wants h but he holds back, it takes place in a small amount of time but feels longer due to the way the romance progresses.

I consider Courtney Milan to be a 'safe' author...at least the books I've read have been. Maybe someone can correct me if I'm wrong. I really liked Unlocked, which I think has been free in the past but is 2.99 now.
A BILLIONAIRE'S KISS: Wine Country bk 1 by Natasha LeCroix. A CR. Hero is a wine heir who's trained to use falcons to keep smaller birds from the vineyard's grapes. Heroine thinks he's a player: untrue. IMO, he acts more mature than most heroes. Has a HEA.
