Hero believes the worst about heroine. They are dating. She is poor, on her own and living in small shabby apartment. She’s arrested for some reason and believes he will help her, but he doesn’t come. Eventually friends help her and he realizes he misjudged her but I think he can’t find her.

I really don't think this is the book you're looking for but it reminds me of Dream a Little Dream (Chicago Stars Series Book 4) by Susan Elizabeth Phillips (Kindle Edition). It's been so long since I've read this (I did like it!) but the h is arrested.

The book that comes to my mind is: Protecting Alabama (SEAL of Protection #2) by Susan Stoker .

SPOILER ALERT: (Couple of differences in fine points.)

She's arrested for theft. He does show up, but refuses to listen to anything she says and leaves her there. The friends who help her out are actually his friends. Everything else fits. Loved this book.
