Heroine and daughter are in hiding from her abusive ex. They’re living in a
old house outside a small town in west / midwest.
A severe snow storm hits. Hero is helping do welfare checks on people and animals in area.
He ends up taking heroine and her daughter to his house and becomes protective of them.

I also remembered heroine wrote notes on scraps of paper and let them go in the wind. Some of the notes ended up in hero’s fences.
