SOLVED Heroine saves the day during shipwreck/drowning

I can’t remember much beyond just this one scene. Sorry in advanced this is going to be wordy 😬
Features: Historical romance, maybe marriage of convenience/arranged marriage. Hero is leader of his men or community. Other woman. Heroine earns the respect of his men/community after.
I’m unsure if the hero is returning home after being at sea or if he was the first one to try and save those drowning. There are people who I guess have ship wrecked close to shore and need to be saved. At one point the hero saves a women who becomes an issue. I’m not sure if she’s the other woman to start off with or something becomes of it later. She might even pretend to be some important person like royalty or something to get the hero to want her (I could be misremembering this with another book). Anyway, I just remember the heroine not really being happy about him risking his life for her.
I think he left the heroine with his people and his men and she actually surprises them with her competence and they respect her. They might have fought before he left. I’m not sure if it was actually because he left her with them or just after this day they start to really respect her leadership. It may be a marriage of convenience or arranged marriage situation. But it ends up that she’s basically responsible for saving the hero’s and others. Hopefully this sounds familiar to others.
